How to become a public health inspector in Canada

How to become a Public Health Inspector and join the Canadian Environmental Public Health Professional family.

Wonder what it is like to be a public health inspector?

When I ask people what they think a public health inspector does, most people mention the inspection of food in places like restaurants, supermarkets, food trucks, bakeries and
grocery stores. But they are surprised when I tell them about the many ways public health inspector's work contributes to promoting and protecting the public and environmental health (see detail information at Canadian Institute of Public Health Inspector). Public health inspector's training and the daily activities generally include the following areas:
  • epidemiology, infection prevention and outbreak control and investigation
  • food safety and hygiene
  • occupational health and safety
  • pollution control, waste treatment and disposal, and water quality
  • health research methods
  • health and environmental risk assessment
  • emergency measures and planning
  • health administration and enforcement of public health laws
  • health education, promotion, and planning


Public health inspectors are also enforcement officers and can issue orders and lay charges in order to enforce compliance with relevant public health legislation. In Ontario, public
health inspectors are sworn Provincial Offences Officers under the Ontario Provincial Offences Act with the authority to issue tickets and summonses. They work with the legal department prosecutor in case preparation and coordination of legal activities with provincial courts during trials. They may also require to attend Health Protection Appeal Board (tribunal process) as an expert witness. In extreme situations, inspectors can execute a search warrant to enter premises to investigate a health or environmental hazard. 

How to become a certified public health inspector in Canada?

To become a certified public health inspector you must complete a prescribed course of studies in environmental and public health fields at one of the seven Institutions in Canada, (see requirements at CIPHI - becoming a PHI) that offers an Environmental Public Health degree such as Conestoga College, Bachelor of Environmental Public Health (BEPH). After graduation, you need to complete a three-month filed practicum with a local public health unit and follow by a certification exam by the Canadian Institute of Public Health Inspectors.




Certified public health inspector is a career choice that offers many challenges and job satisfaction on protecting the health of the public and the environment. A majority of certified public health inspectors work for local public health units across the country, however, some work for private industry and other government agencies at the municipal, provincial, or federal level in various capacities.







My experience as a public health inspector

I have been a Public Health Inspector for 36 years and retired 2013 as manager of the Food Safety Program from Toronto Public Health. I have been responsible for managing and implementing programs and activities dedicated to public health: food safety, communicable disease control (including case management during the SARS outbreak in 2003), tobacco control enforcement, health hazard investigation and as the media spokesperson for the food safety and tobacco enforcement programs in Toronto.

  5. I am a student in Canada from Japan, I like to study public health and to work as health inspector in Canada. I was told that this is not possible as the training is for Canadian only, can you help?

    1. Hi, thanks for the message, sorry for being a little late replying to you. Oversea students can attend the universities that offer the professional courses for Environmental Public Health credits. As the Canadian labour law applies to co-op training (paid) so the student attending the university is required to apply for work permit. I hope I've answered your question.

  6. Hello, Mr. Chan! Thank you for this article, it is very interesting. I`ve got some questions. I am a Russian public health inspector, but I want to live and to work in Canada. My PHI education and qualifications were obtained outside of Canada. I have 1 year of work experience and now I`m studying hard to pass IELTS)) Tell me please, is it possible for a foreigner to find any work in Canadian public health? And what would I have to do for this? Are Canadian employers (government ag. or private) interested in PHI from other countries?

    1. Hi Artem, yes, it is possible as there are many PHIs working in Canada are former PHI from other countries (including Russia, China/Hong Kong, UK, Jamaica etc). But first is to enroll in a University (eg: Ryerson U in Toronto http://www.ryerson.ca/sophe/programs/publichealth.html) and can take the 'fast track system' so you don't have to study for 4 years. As PHI positions with health dept. are all government jobs so must get a Canadian university degree first before getting certified through the PHI Institute (http://www.ciphi.on.ca/career). Some private businesses may hire PHIs from outside Canada to work as Quality Control in food safety but very rare as they need to apply for work permits etc.. I hope the 2 links can help answering your question?

    3. Mr. Chan, thank you very much, your links are very useful! I want to ask you one more question, because you are the only person, who can help me to find more information)). It is necessary for me to issue Study Permit for studying in Fast-Track Program PHI and to sit the Canadian Institute of Public Health Inspectors Board of Certification exam, isn’t it? I’m not a lazy one, studying for some time is not a problem for me. But, truly, issuing Study Permit is impossible for me, because I’ve already graduated same department in Russian university and got a PhD in Public Health. So, what should I do in this situation?

    4. Artem,yes,the fast-track university program & certification exam are the 2 mandatory processes to become & work as a PHI in Canada. A few individuals with extensive work experience as PHI in other countries have been approved to skip the university but have to obtain work-training PHI job in a health department for 1 year before sitting for the exam.   7. Hi Jim, I'm considering a career in Public Health Inspection and I've looked onto the ryerson SOPHe website for more information. I've contacted the program advisor however if you have any more input into the career I'd like to hear about it. Specifically the program has two options 1) occupational health and safety 2) public health and safety. From my understanding, the occupational option involves being onsite and doing inspections at establishments and the public health option involves disease prevention and health protection. I am interested in the public health option.
    From your expertise and experience...which option would hold a more promising career or are they equal with concern to job security, pay and job availability? I assume you pursued the occupational option.. why is that? What detered you from pursuing the public health option.

    I know i've asked a lot of questions.. hope you can help! I look forward to your response :)

    1. Skumar: Congrats for picking public health as your major at Ryerson. The program starts with general subjects on both occupational & environment (public) health, and student will pick either to continue with occupational or environmental health during the final year.
      1. Occupational health - usually deals with inspection & investigation at workplaces, labour hazards (chemical, physical and some biological hazards).
      2. Environmental or public health - Usually deals with inspection of food premises, swimming pools, daycares, school food services etc. as well as investigation of health hazards (indoor air quality, exposures to chemicals, extream heat alert, bed bugs etc.). Also investigation of outbreaks of diseases (food poisoning, infection control, rabies, West Nile Virus and many more diseases). Also enforcement of public health laws (including tobacco control).

      It's a great career as I've done this job for over 36 years. Both pay pretty good and these are professional position. Remember, both occupational & public health inspectors work out in the field dealing with the public. You have to work in a health dept. for a few years first and can apply for work in specialty programs (eg: Food safety, Communicable Diseases Control, Tobacco etc.).

      I am also interested in becoming a Health Inspector. I have completed MBA in Health and Hospital Management from India and my 4+ years of experience there mainly includes public health project management and research. I have recently moved to Canada and was exploring opportunities here when I came across this course from Ryerson. I inquired about it and the department is still accepting applications for Occupational Health and Safety Fall 2017; they say no more seats are available for Public Health and Safety for this year.
      As per your comment above, first year is same for both and students can choose between the two options in second year. I was just wondering then why the two programs are specified separately for admissions. Is it fine if I take the admission in Occupational Health and Safety for now this year and choose what I want to do in the second year as I am more inclined towards Public Health and Safety. What would you suggest? It would be really helpful to know your opinion on this.

Hi Kanica, if you are doing the fast track 2-year program at Ryerson, I believe the students have to complete a common set of first-year courses and the students will continue their studies in either Occupational Health and Safety or Public Health and Safety. But for the 4-year program, after the 1st year, students have to choose either one of the programs for the remaining 3 years. As for the program admission requirement as separate registration, I think that is the university's policy. There is a new program for Public Health & Environmental program at Conestoga College in Kitchner, Ontario, you may wish to check this program https://www.conestogac.on.ca/fulltime/bachelor-of-environmental-public-health-honours-co-operative-education . This is a smaller college and the program is 100% public health & environmental safety courses, and students completing this program can apply to health units for field training & for the certification exam etc.

  8. Hi Mr. Chan, My name is Robert. I live in Montreal and I have a master degree from the University of Montreal in Public Health specializing in (Environmental Health and Safety) which I acquired in 2014. I Also have a Safety certificate from the same University in 2015. But unfortunately I have been unable to find a job here in Quebec. My master degree is theses based as I was unable to get an internship placement (It is almost impossible to get a placement here in Environmental Health. Only about 6 people in my class got placed) With all the difficulty finding a job here, I was thinking of moving to Ontario but my biggest fears are; will I be able to find work in my field of studies? Plus will I be eligible to take the CIPHI certification exam.
    Please, if you could advise me on this matter I will be very grateful considering the number of years of experience you have in this domain-knowing fully well that you know how the system works.

There is a list of institutions that are approved by the board but U. of Montreal is not one of the institution. There are exceptions may be made for international applicants and for members of the Canadian Armed Forces. So the bad news is, you may not be able to get internship in local health units for the CIPHI certification exam. However, you may wish to apply to CFIA as federal inspector as CIPHI certification is not required. Recent news indicated that may be new openings to be added back to the food system as due to service cut by previous government.

    This is Dr. Amit Bhavsar from India. I am MBBS and Have completed by Master of Health Administration in 2010. For 5 years, I was with WHO- Country Office for India as Surveillance Medical Officer with core job responsibilities being Communicable disease surveillance, Support Government in Expansion of Immunization and mass immunization campaigns, Containment of disease outbreaks, etc. Now, I am working with Sanofi Pasteur as an Epidemiologist.
    I am looking for appropriate opportunities in Canada. May I ask you to guide me locating apprpriate job? I am looking for job code 4165, 311, 411 in Canadian job pool. But, after reading this discussion, I think I am not eligible for any of those as I don't have Canadian public health degree. Is it correct?

    Kindly provide me with options beyond getting degrees from Canadian universities as I can't afford to go to school, due to family priorities and responsibilities.

    1. Thank you so much for your comment Dr. Bhavsar, you have an excellent public health background & experiences. However, most of the health jobs in Canada require 'Canadian experience'. If you're considering a career in public health in Canada, there are colleges and universities that offer learning and training opportunities. Some public health programs in colleges or universities may offer fast-track arrangement based on the individual's work experences & degrees.     Do you think getting CPH certified from NBPHE will be of some use, instead of going through fast-track programs (which will take 2 years in any case)? They have included an additional eligibility for those having 5+ yr of experience in public health.

    1. I think CPH from NBPHE is limited to USA only. However, it's a good program especially the CPH certificate can help public health professionals entering into different programs they wish to try. After retiring from public health 2 years ago (after 36 years as a public health inspector), I just accepted a teaching position at the Health & Life Science faculty of a Canadian college & will be teaching a food safety course. It's going to be fun.

    1. Hi Sadia, nice to hear from a student from Ryerson University. Most health units usually hire students for practicum in the summer, but posting of jobs/positions usually early in the year. If you're in the final year of the program, get your resume polished up and keep an eye on the job posting. You can also use the info. such as interview tips etc. to get yourself ready for job search & interview.   51. Great information on the post about public health inspector. I work as an Environmental Health Officer in Europe and wonder if it is possible to work as an inspector in Canada? The country I work now has a bad system for inspection and many food safety and environmental health problems are being ignored by government agencies that suppose to enforce the laws. Many times, people got sick from food they ate but government kept thing quiet. Any information from you will be helpful.
